GRC - Program of Work

Raise the Profile – Nexus of Regulation, Trade, and Competition

  • Build awareness of the intersection of regulation, trade, and competition policy and articulate how each is important to an open and competitive marketplace in a global economy
  • Develop a group of opinion makers on this nexus and make the “ability to compete in a given market” as important to the trade agenda as market access

Strengthen the U.S. Approach to Regulatory Cooperation

  • Develop support across the U.S. government for regulatory cooperation and increased engagement for international regulatory policy
  • Seek an Executive Order outlining U.S. regulators international roles and responsibilities
  • Advocate for a GAO report that examines U.S. regulators’ various international regulatory activities
  • Address resource deficiencies within U.S. agencies where appropriate


Advance the benefits and promote the adoption of consumer based competition/antitrust policy

  • Permanent Authorization/Increased Appropriations for the FTC/DOJ to conduct technical assistance
  • Establish a business coalition to message into the ICN
  • Provide and support AML training in China and technical assistance to India

Work to counter market-distorting actions by governments that often manifest themselves through regulation

  • Protect and promote open investment and work to eliminate market-distorting regulations 
  • Work to support a private sector based approach to the development of standards
  • Aggressively address anti-competitive conduct that comes as a result of state-owned enterprises, subsidies, or preferential treatment for domestic industries at the expense of their foreign competitors

Drive the business agenda and support wherever possible the work of U.S. dialogues with key trading partners. Specifically:

  • The U.S. -EU Transatlantic Economic Council and its High-Level Regulatory Forum
  • The Joint Committee on China Trade & the Strategic Economic Dialogue with China
  • The Security and Prosperity Partnership with Mexico and Canada
