Top 10 Regulations For Reform

 
The votes are in and businesses have spoken. Here are the Top 10 regulations that the Small Business Administration's (SBA's) Office of Advocacy has targeted for review and potential reform based on recommendations from small companies:

  • Update air monitoring rules for dry cleaners to reflect current technology.
  • Expand ways for small communities to qualify to meet alternative drinking water standards.
  • Simplify the rules for recycling solid waste.
  • Clarify the definition of "oil" in oil spill rules.
  • Update metropolitan flight rules for the Washington, D.C., area.
  • Eliminate duplicative financial requirements for architect-engineering services firms in government contracting.
  • Simplify the home office business deduction.
  • Update rules on the use of explosives in mines.
  • Update OSHA's medical/laboratory worker rule.
  • Update reverse auction techniques for online procurement of commercial items.

The SBA asked small businesses to nominate federal regulations for repeal or reform as part of its Regulatory Review and Reform (r3) initiative. The agency created its Top 10 list from 82 recommendations. SBA's r3 Web site will be updated with agency review and reform status reports every six months.
 
The SBA estimates that complying with federal regulations costs small businesses more than $1.1 trillion. Giovanni Coratolo, executive director of the U.S. Chamber's Mid-Market & Small Business Councils, says, "We look forward to working with the SBA and the individual federal agencies to ease the burden of these excessive and outdated rules."
